Problem Description:
Connectivity lost to NCRI's router (at NCRI client port switch) at 14:20
and has been intermittently flapping for the last 25 mins

Problem Effects:
Loss of connectivity to NCRI

Problem History:
20100223 14:41 GL Opening ticket. Tried contacting NCRI via telephone.
Getting no ringing tone from far end. This could suggest power issues
onsite if switch is hooked to a different power feed. Investigating

20100223 15:08 GL Still cannot contact NCRI and circuit still flapping.

20100223 15:17 GL We have now lost connectivity to their switch.
Investigating

20100223 15:43 GL Major power issue onsite. Electricians in working onsite
in NCRI to try and resolve problem. NCRI offline indefinitely. Updates to
follow when received.

20100223 16:19 GL Power restored to switch at 15:48. Connection to router
continues to flap. Monitoring

20100223 16:58 GL Connectivity restored to NCRI. Monitor for 24 hours

20100224 17:42 GL Circuit up and stable. Closing ticket
